I believe that you can open up the tag and access the 'flip card' to change the number.

if you open the tag you will wind the other numbers as well

when I received the headcover. I opened the black tag and the numbers on the tag inside are not the 21 degree number I required.

Matt, are you able to see the "tag" that is mentioned above? If so, there should be a white circle inside the black "tag". It should have a few different degrees on the circle you can change.
Maybe you head over didn't come with one, but you should be able to hit any local pro shop or even a retailer who may have an extra on.

The numbers I have on the adjustable tag are 17, 19, 24 and 27. I'll try a few local pro shops.

They should sell new tags on eBay if you haven't had any success.
