  1. I want to know if men's and ladies' fairway wood heads are the same or different?

I’ll answer yes and no. The heads do vary in weight in manufacture. The standard swing weights are different. Even with a shorter shaft, a head built (including hot melt) for a man’s club may not get to a C9 swing weight.
  3. Same.. but shift is different.
TSR1 is more lighter for slow swing golfer. so better for lady player? I guess.

No. Titleist clubs are gender agnostic. The clubs are built around a person's swing speed and ability. Off the shelve offerings for ladies will be a shorter, lighter shaft but depending on her height and swing speed, that might not be the club for her. Proper fitting before purchase is the best way to go.
